Both the comics and movies have mutant classes to determine the potential of the power. On the board, the 'danger level' on the MRA form refers to this officially. Consider your character's class realistically, as they do not strictly determine whom might beat another in a battle; but is a gauge to the potential of their power, not their current control nor the other factors that might influence their skills.
Below is a list of the classes and what type of powers would fit into each category:
Class One
A physical mutation that has no benefits and little practical use, such as discoloured skin.
Class Two
A physical mutation that provides some form of ability, such as flying or defensive armour.
Class Three
Either a physical mutation that provides a powerful ability such as shape-shifting, healing or energy absorption; or an energy-based mutation focused on manipulation, but does not include creation, such as water control, without being able to produce it.
Class Four
The ability to create energy-based powers, as well as control it supremely. This class also includes energy such as telepathy and telekinesis, which is a formulation of psychic energy.
Class Five
An ability to become one with the powers adopted, including extreme energy control and manipulation, superior psychic powers and the ability to exist embodied within their powers, such as formed entirely of fire or become a separate psionic entity. This class is considered powerful enough to defy reality and destroy huge populations if the potential is unleashed.
